การที่ไทยยังคงพึ่งพิงการค้าการลงทุนระหว่างประเทศอย่างมากจากนโยบายที่มุ่งเน้นส่งเสริมการส่งออกและการลงทุนจากต่างประเทศควบคู่ไปกับการพัฒนาเศรษฐกิจในประเทศ ชี้ให้เห็นถึงข้อจำกัดของขีดความสามารถในการพัฒนาของภาคการผลิตในประเทศที่จะรองรับกระแสการเปลี่ยนแปลงของโลกที่เกิดขึ้นอย่างรวดเร็ว ซึ่งส่งผลให้การเติบโตของการค้าการลงทุนและการขยายตัวทางเศรษฐกิจเป็นไปอย่างไม่ยั่งยืน
