1.ส่งเสริมเอสเอ็มอี ใช้ระบบออนไลน์ทำธุรกิจ ร่วมกับภาคเอกชนผลักดันใช้ระบบ e-Invoice และเพิ่มช่องทางการค้าด้วยอีคอมเมิร์ซ 2.ส่งเสริมการพัฒนาระบบ e-supply chain เพื่อเชื่อมโยงธุรกิจที่เกี่ยวข้องโดยอาศัยมาตรฐานข้อมูลและระบบบริการด้วยดิจิทัล 3.สนับสนุนให้เกิด ธุรกิจเกิดใหม่ดิจิทัล (Digital Entrepreneurs) โดยร่วมกับภาคเอกชนพัฒนารูปแบบใหม่ทางธุรกิจ (Business model innovation) สร้างเครือข่ายกับกลุ่มผู้นำด้านเทคสตาร์ทอัพ ระดับโลก เพื่อให้เกิดการร่วมลงทุน และ 4.ส่งเสริมธุรกิจความคิดสร้างสรรค์และพัฒนาอุตสาหกรรมเนื้อหาดิจิทัล (Digital Contents)
ทั้งนี้ ไอซีทีตั้งเป้าหมาย 3 ปี จะส่งเสริมการค้าผ่านสื่อดิจิทัลไม่ต่ำกว่า 2 หมื่นราย สร้างธุรกิจเกิดใหม่ดิจิทัลไม่ต่ำกว่า 300 ราย รวมถึงการสร้างนักธุรกิจรุ่นใหม่ที่เทคโนโลยีดิจิทัลไม่ต่ำกว่า 1,500 ราย
