ในปี พ.ศ. 2402 พระบาทสมเด็จพระจอมเกล้าเจ้าอยู่หัว (รัชกาลที่ 4) โปรดเกล้าฯ ให้เจ้าพระยาศรีสุริยวงศ์ (ช่วง บุนนาค) เป็นแม่กองก่อสร้างพระราชวังสำหรับเสด็จแปรพระราชฐานขึ้นบนยอดเขาสมณ (สะ-หมน) หรือ เขามไหศวรรย์ (เพี้ยนมาจากเขามหาศวรรค์) ซึ่งเป็นภูเขาที่มียอดใหญ่ 3 ยอด มีความสูง 95 เมตร จากระดับน้ำทะเล เมื่อสร้างพระราชวังแล้วเสร็จในปี พ.ศ. 2403 จึงพระราชทานนามว่า "พระนครคีรี" คนทั่วไปเรียกว่า "เขาวัง"

พระนครคีรีเป็นที่ประทับในฤดูร้อนเมื่อเสด็จประพาสเพชรบุรี พระบาทสมเด็จพระจอมเกล้าเจ้าอยู่หัวได้เสด็จมาประทับแรมหลายครั้ง ครั้นรัชสมัยพระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัว (รัชกาลที่ 5) ได้เสด็จมาประทับเป็นครั้งคราว และใช้เป็นที่ต้อนรับพระราชอาคันตุกะจากต่างประเทศ แต่หลังจากนั้นพระนครคีรีไม่ได้ใช้เป็นที่ประทับของพระมหากษัตริย์อีก ในรัชกาลปัจจุบันโปรดเกล้าฯ ให้ซ่อมแซมพระราชวังแห่งนี้ และจัดเป็นพิพิธภัณฑ์เพื่อให้ประชาชนทั่วไปเข้าชม

กรมศิลปากรได้บูรณะปรับปรุงอาคารของพระราชวังด้านทิศตะวันตก และจัดตั้งเป็น "พิพิธภัณฑสถานแห่งชาติพระนครคีรี" และได้ประกาศให้พื้นที่ทั้งหมดเป็น "อุทยานประวัติศาสตร์พระนครคีรี
