อาศัยอำนาจตามความในมาตรา 5 และมาตรา 6(3)(4)(5)(6)(7) และ (10) แห่งพระราช บัญญัติอาหาร พ.ศ.2522 อันเป็นพระราชบัญญัติที่มีบทบัญญัติบางประการเกี่ยวกับการจำกัดสิทธิและ เสรีภาพของบุคคล ซึ่งมาตรา 29 ประกอบกับมาตรา 35 มาตรา 48 และมาตรา 50 ของรัฐธรรมนูญ แห่งราชอาณาจักรไทยบัญญัติให้กระทำได้โดยอาศัยอำนาจตามบทบัญญัติแห่งกฎหมาย รัฐมนตรีว่าการกระทรวงสาธารณสุขออกประกาศไว้ ดังต่อไปนี้
